Synopsis
A judge who deals in criminal cases involving juveniles seeks to help the petty criminals and delinquents from disadvantaged social backgrounds who come before him. But when he assigns a young pyromaniac orphan to a reform school, the boy becomes friends with an older lad and together they plot their escape.
