Synopsis
In 1875 London, "Mudlarks" are street children who survive by scavenging on the banks of the River Thames. Young Wheeler, an orphan, finds a medallion of Queen Victoria. An older boy explains "she is the mother of all England," so Wheeler sets out to meet her. Queen Victoria has been in seclusion for thirteen years, mourning for her dead husband. Wheeler's mis-adventures in the palace coincide with Disraeli's attempts to convince her to end her seclusion.
